Looks like this came with this change: c395605
From what I can infer, the logic seems to be that if you're providing a pre-configured TelemetryChannel, then it will have a local reference to an instrumentation key already and a global context one is not required.
In general, having no instrumentation key could be valid if your custom channel sends telemetry to a place other than the Application Insights backend. It's not clear to me that support for this scenario is what was intended though..
