Yes, this could be an optional feature and in principle it shouldn't be difficult to implement it.

Hi Michele .. I was wondering if you noticed the pull request I made regarding an option to place the applications button at the top of the dash. It eliminates the need for the 'Apps-On-Top' extension by incorporating this ability into Dash-To-Dock. I realize you'll need to review the code before making any merges, so let me know if you have any questions.
