Thanks @micahmo, now I get what the tunnel service refers to. Indeed, stopping internet sharing and uninstalling the tunnel service did indeed cut the connection to clients, and reinstalling everything reverted the behaviour seamlessly.
I do understand that users do typically want the tunnel to persist post-reboot, but my use case was slightly different from the norm.

I will say that everything you've mentioned (that WireGuard stays running when the app is closed and starts when you reboot) is intentional, as most people want WireGuard to be running all the time.
However, you can already do what you want. The UI allows you to disable the WireGuard server without losing any of your configuration. You just need to do the following.
- Turn off your internet sharing of choice (either "Disable NAT" or "Disable Internet Sharing").
- Turn off the WireGuard tunnel service ("Uninstall tunnel service").
(The first step is only necessary because, on Windows, the WG tunnel can't be disabled when it's being used for internet sharing.)
When you're ready to use WireGuard again, simply re-enable those two options.
