Ultimately it is the orgs choice whether to run the app before the submission deadline and/or after, and how to manage the transition if they want to try to run the app across both periods.
I'm not sure if I understand the value proposition of running it before the deadline, but if that is helpful to you, sure. :-)
If the app is being run after the submission deadline, are there any proposals in the GSOC data with is_complete not true?
You can maybe filter in the GSoC interface (not sure), but in general the answer is yes - hence the filter.
When running the app before the submission deadline, it is desirable to see the incomplete proposals, as the good ones are typically close to being finalised but there is still ongoing discussion with the mentor, and the very good students are only holding their proposal open because they are still doing research on viability of various parts of their project.
If I remember correctly, students can also update their final proposal, so this does not really seem to be a useful way of distinguishing students to me. FWIW, we use this for final assessment only. We have plenty of interaction with students during the application phase on Slack, and note this in our assessement after the deadline. So it's more of a review system than a CRM, if that makes any sense.
To the original question: If the GSoC UI supports exporting final proposals only, we can surely mention this in the README and remove the filter. :)
