Hi @liveitchina,
What is a 'TO field list'? Are there any error messages in the console? Are you publishing the users collection? Did you specify a template for rendering each user? I'll need a little more information to help you.

Basically we are building a messaging feature where in a specific user is sending out a message to a group of users. The TO field will be an input field for all the users in the Meteor.users collection. I specified a rendering template on the rule and i specified Template.userPill. Same as the example. Do i need to defined a .HTML file with that template?

You need to define Template.userPill somewhere then with corresponding helpers. See the example here:
