This is a standard BSD, 3-clause license. I'll update the readme to reflect that (d313b59).

After carefull reading it looks like a personalized mix between a BSD-3-Clause and an MIT:

You prefixed the last BSD clause by "Other than as used herein" and you're the only project I can find with this modification. But I'm no lawyer and I'm not saying if it's right or wrong.

About your preamble, here's yours:

permission to any person or entity lawfully obtaining a copy of this software
and associated documentation files (hereinafter “the Software”) to

The "may use, copy, modify, merge, publish, distribute, sublicense, and/or sell copies of the Software, and may permit others to do so" from your "BSD" preamble really looks like from the MIT license.

Again I'm not telling it's wrong / bad / or good, but to answer your question: neither licensename nor licensee (the one in perl used by github) are detecting it as a BSD-3-Clause, which is OK from my point of view.

Thanks for getting back with me!

I prefer unedited licenses as we all become familiar with those rather than edited ones. I feel your points are valid and that they need to be addressed by the software licensing team at PNNL. I'll get things changed prior to submitting our revised manuscript.
