I did some digging. It looks like it will only work on rooted devices.
Log report:
10-04 18:47:01.228: W/ActivityManager(804): Unable to start service Intent {
act=android.bluetooth.IBluetoothA2dp } U=0: not found
It can't access either of the interfaces. Works on devices with root. I
searched through the permissions, tried several others, etc, no luck.

Turns out it works fine on unrooted Galaxy S4. Maybe something specific to
Moto?

Now works on KitKat, even running ART. Now I can't duplicate the issue anymore.
