"Last resort" and a "low-tech" solution would be to keep a running total of the available balances across all donors (basically a sum of the balance column in the database) and notify project maintainers via SNS when the following conditions are met:
- Costs are greater than or equal to $X
- Total balance is less than or equal to $Y
Example: costs >- $0.01 and total balance <= $0.01
from folding-together.
