I am an SDL developer :)
The mappings in this repo may end up on SDL at some point, or they may not. In general what ends up in SDL are mappings that could be directly verified (or verified by a lot of people), these mappings we host here are not directly verified (but don't send us buggy mappings, we know where you live ;) ).
Also, updating these mappings is way easier for a developer than having to recompile SDL and ship a new binary just to add one new entry.

Right.. so why can't SDL just include this file as part of it's distribution? On Linux this could just end up in /usr/share or something. For windows this is generally more tricky (as no common location exists), but one could probably just attempt to load the file from the cwd or some ENV path?
It feels kind of dumb to include the database with every game / application.
