Handle workspace directory existance about codecompass HOT 3 CLOSED

In the main parser (parser/src/parser.cpp) the prepareProjectDir() raises the error.
The --incremental flag should be elevated from the cppparser and prepareProjectDir() should handle it.

At the very end of the main() function, the creation of the project_info.json file should also be checked. (Should be discussed whether it should be skipped or extended, bust most likely not overwritten.)

According to the Ericsson CodeCompass meeting of 26th June, the --incremental flag should be eliminated in the long run. Incremental parsing should be auto-detected from the context (database with valid tables exists) and the last CodeCompass_parser call should have the most up to date flags.
Therefore in opposite from the previous assumptions, the project_info.json file can be entirely overwritten with the new content.
