Hi @aravindgd, I've seen your question on bigbluebutton-dev (https://groups.google.com/d/msg/bigbluebutton-dev/xdPys9wPaHo/LerJ-MwzO6UJ). As answered there, you would have to upload a dynamic config.xml when your meeting is created.
This is not implemented yet on bigbluebutton_rails nor on bigbluebutton-api-ruby (the lib bigbluebutton_rails uses to send API calls). You would have to implement it on both.
This is probably everything you would need in bigbluebutton_rails. The rest is setting the correct config.xml and having BigBlueButton support all options you need.
