it's still useable for pre meteor v1.2, but the readme refers to the latest version of 1.2. Do you think there's still useability for it in v1.2+?

I cannot say, as I haven't tested 1.2's ratelimiter functionality.
But I'm pretty sure there are lots of ppl out there (Like me) who are still running 1.1.
Plus, having Add throttle, debounce and rate-limit to any function you want is pretty awesome in any case!
