I have the same problem. Repairing Office with "Online Repair" and restarting didn't work either.
Debug logs: Activate_tmp.log
I don't know why but after completing it, it deletes the folder where it stores the debug file. Because of this you may only see 80% of the actual process.

@PortStone Thanks for the report, Though I can't reproduce that debug mode stopping at 80% error in some tests with Office activation, I will investigate with your specific configurations once more.

I meant that if I run the script in debug mode it will delete the debug log after it finishes. Therefore I needed to extract the debug log before it was fully finished basically while it was writing to it.

Thanks for the recommendation I am going to test it out as well.
EDIT: I tried your recommendation and It worked with no issues.
