Hello!
I believe GitHub already includes a summary of the issue whenever one hovers over the link with their mouse. It includes the status of the issue and tags as well. (I tried to take a screenshot to demonstrate but it's complicated with my system)
This does not help for your needs I assume?
I do not think a lot of people would find this feature very useful since GitHub already kind of implements this in their UI. I would be open to discussing adding it as an option, but again, I think the implementation on my side might get hairy.

For me, commits that close issues tend to be a bigger deal, so for those it's especially important for the release notes to have some indication of what change it involved. For example, anything that is a breaking change will almost certainly be an issue that was closed.
Maybe an easier to implement alternative would be to have an option for issues closed to be specially highlighted in some way, e.g.,
