It is called within the TCP Receiver callback. For more complex operations it is good to schedule an action in the main loop, e.g. via a status variable.

When I had some blocking functions in the main loop, say they blocked for 10 seconds, then I would sometimes lose the incoming message and would not receive the topic from the onData() function. How may I resolve such an issue?

You will not lose anything. The handler is called on any incoming message.
