Csv headers with "" about sylvan HOT 3 CLOSED

Your file has an extra space at the end of the header row, after the final quote and before the newline. The parser expects a field separator (comma) or record separator (newline) at this position, white space is not allowed. I might look at improving the error message, but ultimately you'd need to fix the data.
