I need more information. Which weapon and which fusion is not restoring its durability?
Can you post your savegame with the weapon that doesn't get recovered entirely?

"progress.sav" is the file that I haven't restored durability , and "progress (1).sav" is the file that I have restored durability
in this two pictures, a *Master Sword (glitched) fusion Weapon: Gloom Club and a Mighty Zonaite Longsword fusion Material: Captain Construct IV Horn was still not shiny like a new weapon
from savegame-editors.
