searching in Google for this error gives issues always with the combination Raspberry Pi + Python, suggesting a Raspberry-related issue. Did the solution (sudo apt-get install libatlas-base-dev) work for you?

Generally, I suggest to always install and update the bot with sudo rights to avoid problems during installing/uninstalling python packages.
