It sounds sort of reasonable. Although I am not sure if I agree with the naming. It changes where 'up' is, it does not change where 'north' is right?

Correct - it defines the compass direction which is rendered at the top of the screen, by default. So a value of 90 would render east at the top of the screen, with north pointing to the left.
