Same error if the legend image URL returns an OGC service exception report.
As a result, the print module should test that
- the return code is 200
- the mime type is expected for an image
from mapfish-print.

Commit: 9711f38 adds an option for using a placeholder image if an error occurs while loading an image. The online docs have not yet been updated but the repository has instructions here:
https://github.com/mapfish/mapfish-print/blob/master/docs/configuration.txt#L130
