Create Cucumber MANY framework to allow easy writing of BDD tests about specification HOT 3 CLOSED

There should be some Given that describes messages, like:

Given a send message "ledger.send" with "{ 0: <from>, 1: <to>, 2: <amount>, 3: <symbol> }".

This would allow features to describe messages. Just an idea for milestone 2. For the first round, let's just pretend actions are already defined in the code itself.

Since all the id requirements are needed before starting a many-ledger server, I've taken the liberty of adding one more step in the example feature, Given the server is started, where the configuration files are generated from the previous steps and the server is actually started.
