I've noticed that the player doesn't seem to account for frame rate. This means that on less powerful machines, higher bit rates will result in CPU clogging and extremely poor performance.

The player should keep track of the frame rate, and if it drops below - say 15 fps, the player should shift down a nudge and not try to play the problematic quality again for that session.

indeed, this needs to be tracked as well.
in case FPS drops BUT buffer is full enough, then it means that CPU is not fast enough.

Excellent point!

Currently, this is actually preventing us from using the player, as the highest bit rate is full HD, which kills even semi-new Macbook Airs, especially in Google's Pepper Flash. Limiting the bandwidth enforces lower quality, which plays much nicer. But with frame rate adjustment, non-HD capable devices would look nice, and HD capable devices would look awesome.
