Export compliance boilerplate should be added to bottom of Download page about manageiq.org HOT 5 CLOSED

I've added it in a branch and set up a pull request (#41) for merging in.

Okay, I went ahead and merged it in. We'll still need proper text from Legal, or at least approval on this copy/pasted/substituted text.

Also, for the sake of simplicity, I've dropped the disclosure widget. It's a lot of text, but it's not ALOT of text.

You can now see it in action @ http://stage.manageiq.org/download/openstack/ (at the bottom).

I added it on the actual pages that instruct a person to download, not the choose-your-own-adventure page which doesn't. Therefore, people can't skip the notice by deeper linking the format; it's always there in context... and the choose-a-link page isn't bogged down with text that isn't relevant to the rest of the page (which is basically just a few links at that point).

@dneary: The ManageIQ boilerplate is exactly the same as Fedora's, with the exception of the first paragraph that was added (which is not fully applicable and also a bit redundant otherwise).

We'll hear back about Richard's inquiry to Madison and I'll adjust the text further, if necessary.
