Can we identify specifically a bootstrap event? Then it is up to users to decide what to do with these, so they can get up to X (15) with each call to bootstrap?

Not currently. All new connections including bootstrapped connection are reported via NewConnection event.
If we want to notify users via new bootstrap event, then we can add a new event NewBootstrapConnection and make bootstrap method non blocking.
This will be nice IMO as users can start acting on bootstrap connections as soon as they get the first one.
