Sounds pretty much like this.

So you could either build --without-http-libicu-dir or install the libicu-dev package.

This worked for me in 2020.

I think compilation should not move forward until dependencies installed

I have the same issue on CentOS 6.8

error: /opt/cpanel/ea-php71/root/usr/lib64/php/modules/http.so: undefined symbol: uidna_IDNToASCII

@remicollet I already use your remi...i just forgot to install http using your repo
For anyone else reading this you can try the following command to install this extension.
yum --enablerepo=remi-php71 install php-pecl-http
