Move top_earlgray_usb to use auto generation about opentitan HOT 6 CLOSED

Now the topgen is quite ready to branch out to the different directory. You can create top_earlgrey_usb and copy top_earlgrey.hjson from top_earlgrey to the new directory. I prefer having separated directory for _usb unless the top_earlgrey to have uart and uart_usb design both.

Is this obsolete, per the recent discussion to unify top_earlygrey? Suggest we close this, and track top_earlgre_* organization under #295.

i can take a closer look at this. I don't actually know what is different with the _usb version. If it's close enough, we should do as you say and merge back.

Yes, the we continued this discussion in Stefan's original USB issue here: #1007 .

This issue can be closed once we decide to move forward with USB within top_earlgrey, which is our current intention. Discussion next week on game plan.
