Check X2StrategyElement_DefaultAlienActivities.GiveRewards(), which appears to be based on vanilla's X2StrategyElement_DefaultMissionSources.GiveRewards(). Should be able to spawn the "HighValuePrisoner" activity to get a suitable mission.

So the issue here is that the bRemovedFromPlay flag is not being copied from the proxy VIP unit to the original reward unit. This requires a highlander change in XComGameStateContext_StrategyGameRule.CleanupProxyVips(). HP is already copied, so just need to do the same for the flag.
