I think it is likely due to the plugins ordering.
I got the same trouble. In my case, it is solved by changing the babel plugins configuration
so that babel applies transform-builtin-extend then transform-runtime as below:

  "plugins": [
      ["transform-builtin-extend", {
          globals: ["Error"]
      }],
      "transform-runtime"
  ]

from babel-plugin-transform-builtin-extend.
