As you tell from the last change dates, we've not been keeping up with this project. Work has moved over to Variorum.
The short answer to your question is "no." To control clock frequency on Intel processors we access model-specific registers through a linux kernel module. It shouldn't be all that difficult to write a similar device driver in Windows, but there's no Windows in High Performance Computing, and so that work won't be coming from us.
