update, i have switched over to using virtual file but still the same issue persists with ogg files, sf_readf_short is the only read function that seems to work with this particular file but it still isn't reading all of the data
from libsndfile.

I have stepped through the code and it seems to be returning from the while loop in ogg_vorbis on this line, having trouble loading up the next page

I sorted out the issue. in our seek callback function i wasn't setting the position of the stream to the offset calculated by the seek offset
now everything works as expected.
