Unless you have a strong reason to keep using libLAS, I would suggest laspy. It is a pure python implementation, and while it might be a little bit slower in some situations, it is going to be much more satisfactory. It's API mimic's libLAS', and you should be able to use it as a drop-in for libLAS python.

Thanks, but I have still problem how to save color RGB in new file LAS. In liblas or laspy.
