I fixed the node issue by using the adding Bitcoin.network = :testnet3
Might be something that could potentially be fixed, as testnet3 seems to need to be set in both Bitcoin.network and Bitcoin::Network::Node
require 'bitcoin'
Bitcoin.network = :testnet3
node = Bitcoin::Network::Node.new(network: :testnet3, storage: "sequel::postgres://[rds_credentials]")
