GEGL support should appear automatically as GEGL will get built with gobject-introspection support. I tried jhbuild, but GEGl is currently built without introspection support, and trying to enable it manually, it fails (actually, it depends on BABL being built with gobject-introspection, and this one fails rather mysteriously, not sure if this is BABL or GoI bug).
If you are going to work on GEGL support in lgi, you should definitely start with enabling GoI support in Gegl and Babl upstream. Once this is done, lgi might support it out-of-the-box without any modification, or there might be some overrides needed to make the API more Lua friendly, but this should be just minor item.
btw: to try to build babl and gegl with GoI enabled, pass '--enable-introspection' option to their ./configure invocation.
