closed - cant seem to find out where i went wrong, but starting fresh solved it all - however i switched to CentOS7 on the reinstall.

After further investigation of this issue it seems that the dependant rpm on CentOS 8 ( lasso-2.6.0-8.el8.x86_64 ) has re-introduced a previously fixed bug as documented/registered under https://dev.entrouvert.org/issues/25640.
The fix as described in https://dev.entrouvert.org/attachments/27503 is after reviewing the source of the package not implemented.
