I've been thinking about this a little. For conductr one way would to have the service locator client to subscribe to events from its server counterpart, and incorporate the circuit breaking logic in the client. The other way would be to have bundle/host based circuit breaking built into the service locator server. An advantage of the latter approach would be to avoid the client maintaining a connection with the server.

The service keeping track of that should notify the service locator.

I'm unsure whether this should be closed. We should at least test the approach out with ConductR and consider implementing a circuit breaker implementation. Won't customers be expecting ConductR to support this circuit breaker interface?
