How is this a bug? The developers must have placed them there intentionally, and there's no way they missed this during playtesting. It happens in a random vanilla longplay: https://youtu.be/ViRlaNN4jvI?t=13623
And the guy on the right doesn't give any items so it being temporarily slightly difficult to talk to him doesn't seem that bad.
Hall of Wealth (note: it's not the House of Wealth as the randomizer logs say- https://zelda.fandom.com/wiki/Auction_House#cite_note-2)
I didn't realize a fishman called it that. Though the Tingle Tuner calls it the House of Wealth.
In the Japanese version, it's called 金持ちの館 - 'rich person's (house/mansion/large building)'.
Guess it could be either one really...

I did say "sorta" and "extreme nitpicking". I guess it arguably qualifies as more of a (very minor) feature request/enhancement. If you think it's not worth doing, I won't take offense!
