This is expected behavior with the in-tree vsphere cloud provider.
in-tree vSphere Cloud Provider does not use First Class Disk, so we can not utilize the keepAfterDeleteVm feature while attaching the disk to the node VM.
With CNS Solution released with vSphere 67u3 and vSphere CSI driver, we have taken care of this.
