I don't use Windows, but I'm pretty sure you can just ignore the warnings, so it's not a big deal...

Unfortunately, even if someone donated the money for it, and even if we had the time/energy to go through the Microsoft validation process, we still cannot do this, for two reasons.
Legal Rights:
Microsoft does not allow us to publish apps that contain "the product name, publisher name, product icon, product description, the images, sounds, videos and text contained in the product, the tiles, notifications, error messages or ads exposed through your product, and anything thatβs delivered from a server or that the product connects to" that contains any content which is NOT "licensed from the third-party rights holder, used as permitted by the rights holder".
We are not licensing the game names, banner images, or anything else. Because that would be ridiculous since it can launch any game from any developer.
Sandboxing Permissions:
The $19 "one-time" fee is for personal apps that are heavily sandboxed. To have unrestricted apps requires an expensive corporate account instead. There is no guarantee that Cartridges would be able to launch apps or scan the system's files/import games etc when it's sandboxed.
But...
This isn't really an issue anyway. When you install the app on Windows, just click the "More info: Install Anyway" or whatever it says. Don't let Microsoft's scare-tactics hold you hostage. They just added that "this is an untrusted app" screen to force developers to pay them money to join the Microsoft Store.

You can see that the popular Windows launcher Playnite does not exist in the Microsoft Store either, maybe because they chose not to, or simply because they are not allowed to by those submission rules:
