Have you used SetADSPaths before starting the simulation? What version of ADS do you use? Does ADS give any warnings when you start it manually? Can you run simulations from ADS IDE in general?
After making sure you ran SetADSPaths, you can try to keep the project open in ADS IDE while running solver from MATLAB. If nothing helps, you can search in ADS documentation for environmental variables shown in the error, and set them manually in Windows. And in general, you may want to set up ALL environmental variables mentioned in ADS documentation.
