When a date is omitted, transform() assumes the date to be 1970/01/01. You will see what it means by doing like this:

const timeStr = "11:45+02:00";
const timeStrTransformed = date.transform(timeStr, "HH:mmZZ", "YYYY/MM/DD HH:mm");

console.log(timeStrTransformed); // 1970/01/01 10:45

So, pass a time along with date when using transform():

const timeStr = "2022/05/25 11:45+02:00";
const timeStrTransformed = date.transform(timeStr, "YYYY/MM/DD HH:mmZZ", "HH:mm");

console.log(timeStrTransformed); // 11:45

from date-and-time.
