Sorry, I fount the bug of hold time. I fixed it in Pyxel 0.7.12. Now key repeat starts after hold time elapsed.
And regarding its specificaion, the purpose of hold and repeat time is to realize key repeat feature of character input. So it reacts immediately when key is pressed regardless of the hold time.
