SBITools cannot process certain cue files about sbitools HOT 4 OPEN

Hmm the INDEX 02 at the end would be making it break, not too sure why it even has that.
I'll have to have a play with it and see if it's normal, recently it was discovered that redump had some weird bugs in certain CUE files, where I made these tools detect the error and attempt to fix it.
