Some more details:
Jetpack adds an alias for core-js for using corjs@3, in past versions removing this alias fixed this problem but since version 0.17 it seems that Jetpack relies on corejs@3 preventing usage of corejs@2 since it uses "useBuiltIns: 'usage'"
