Spotify 1.0.80 and Latest Spicetify not backup after first launch about spicetify HOT 22 CLOSED

Wow, seems like you tried every possible solution I can suggest.
Some users are still unable to use Spicetify, I tried to interact with their machine, tried all the step as you said but found no cause.
So sorry, I don't think I can help you :(.

Ok, maybe problem lies in robocopy command and flags I am using.
Open command prompt and type this in:

robocopy /? >> robocopy.txt

This will export all robocopy available flags in Win7 to robocopy.txt.

What is VM's Win7 edition? Is it Enterprise?
Since you have everything you need in main PC, can you try this to see what is wrong with robocopy:
Open command prompt with normal privilege:

cd %userprofile%\Documents\Rainmeter\Skins\Spicetify\@Resources\Extracted
robocopy "Raw" "Test" *.css *.js *.html /S /COPY:D /R:50 /W:1 /NJH /NS

Huh, your win7 doesn't have robocopy.
This version: https://github.com/khanhas/Spicetify/releases/tag/1.6.5 should rule out your injecting bug.
