I've had this issue in Windows. It'll take some changes to autogen.py and tutobooks.py to allow usage on Windows since the / separator is hardcoded at a few places along with the /tmp path. I've made the changes to make it platform agnostic. Will submit it soon.

This should work fine now, since the PRs https://github.com/keras-team/keras-io/pull/127/files and #237 are merged which addressed this issue.
