Baseline Illuminance Setpoint for daylight calculations about cbecc HOT 3 CLOSED

Resolution is to use IESNA recommendations for illumination levels (lux) as the 
baseline. Where the IESNA recomendation is a range, the baseline will track the 
proposed within that range, but be subject to the lower and upper limits of the 
range. For example, if the IESNA recommendation is 200 to 500 lux, and the 
proposed is 400 the baseline is 400. But if the proposed is 600 the baseline is 
500 (the upper limit). This setpoint mainly affects the daylight calculations.
