Hey,
this error seems to me an SSL error, not an issue of the module. Are you sure you use the latest ssl packages?
Since you've installed python3.9 on windows I gather, you could try and compile python from the source and see if you get the error that way. It seems that there is an SSL communication error while accessing the HTTPS site with the blacklist.

Thanks, I suppose you are right, my IP address is on a few blacklists. Let me try to restart my router, and then will see.
