Adding requirejs-rails to my Gemfile does not update Rails.application.assets.paths. That might be the reason for my problem.
As a workaround I placed require.js in my RAILS_APP/vendor/assets/javascripts path and it started working.

Thanks @leahpar. You definitely should not need to place require.js into your asset paths manually; it should be picked up by Sprockets from the gem just as like jquery.js is picked up from jquery-rails.

I'll investigate with a new Rails 3.1.2 project ASAP.

@leahpar, I'm unable to reproduce with Rails 3.1.3. I note that 3.1.2 was withdrawn for regressions related to upgrading to Sprockets 2.1.0, which is very likely the root cause here. Please upgrade your project to Rails 3.1.3, remove the vendor/assets/javascripts/require.js you've added, and try again.

I'm going to close this issue; please reopen it if you still see problems with 3.1.3.
