I think it is a good idea to put note for all translations that you need to learn English to become Software Engineer at Google.

@jwasham It is not about the location. It is about the ecosystem where you will work.
I cannot imagine top-level Software Engineer who don't know English.
Along with tech skills, every Software Engineer must show good soft skills.
Main soft skill is communication (inside team, with management, with customers, etc.)
A friend of mine (born and lived in Ukraine) recently joined Google in Sweden. He don't know a word in Swedish. How can he communicate with others? What about distributed teams between countries?
So it is clear that internal language of top tech companies is English regardless of their locations.
Tech skills are also affected... there are tons of information in English only. Really, imagine that you cannot read comments in the code, documentation, API specification, man page, stackoverflow questions, etc. without translation.
What if you need to review the code where variable names are translated and transliterated into Arabic, Chinese, Ukrainian, etc. ?
For example: variable name "counter". In Ukrainian it will be "лічильник". But we cannot use Cyrillic characters in most of the programming languages, so we need to transliterate it to "lichylnyk" which means nothing to people who don't know Ukrainian language.
If you don't know English your communication ability is a red flag.
