Seems that a json file would be better than an environment variable. There's a couple of other things that should be configurable on a site-wide basis (e.g. the super-admin username), having a separate environment variable for each would be a pain.

Also would be good to make sure all the programs fail-fast if the config can't be found, preferably without changing the main scripts. Possible implementation:

• Add a module (e.g. SiteConfig).
• Have that export a %config variable.
• Have the module read the config file to %config at load-time, or die the config couldn't be read.
